Fix bundle tap cask handling

- Avoid prefetching Brewfile entries from taps before those taps exist.
- Order tap-backed short-name `brew` and `cask` entries after taps
  during parallel bundle installs.
- Keep taps referenced by fully qualified `brew` and `cask` entries
  during `brew bundle cleanup`.
