Move cask upgrade summaries before fetch

- print prefetched cask upgrades in `brew install` and
  `brew upgrade` before the shared `Fetching downloads` heading
- suppress the later `upgrade_casks!` summary when `skip_prefetch`
  already reused those downloads
- leave `brew reinstall` unchanged because it already emits a single
  combined fetch heading before `reinstall_casks`
