Enable bundle defaults for developers

- Set upcoming bundle defaults for developers so issues surface
  before the minor release flips them for everyone.
- Add matching opt-outs in `env_config.rb` so developers can
  disable the env-driven behaviour without overriding explicit CLI
  flags.
- Route `HOMEBREW_BUNDLE_JOBS` through `EnvConfig` so its opt-out
  is applied consistently.
