Remove executables fallback

- Stop downloading `executables.txt` when JSON has no entries.
- Remove stale cached executable data when JSON has no entries.
- Tolerate concurrent executable cache removal during tests.
- Require generated API JSON to carry executable data.
- Keep GitHub Packages as the API generation input only.
