bump: also print "(throttled)" annotation for days

`brew bump` will print a "(throttled)" annotation after the livecheck
version if the `livecheck` block has a `throttle` call with a numeric
throttle rate but this annotation isn't printed if the `throttle` call
only has a `days` option. This modifies the condition to also account
for throttle days.

Ideally, we should probably only print the "(throttled)" annotation
when the version is actually throttled (i.e., there are newer upstream
versions that are being ignored) but that takes a bit more work, so
this is only a quick bug fix in the interim time.
