Start systemd timers for services

- Schedule cron and interval services by loading generated `.timer`
  units, not only their `.service` units.
- Keep status and stop paths timer-aware so registered timers are
  removed with the matching service.
- Include stale `.timer` units in service cleanup so generated
  systemd files do not get stranded.
