Skip autocorrecting when comments are present

- Autocorrecting previously replaced or removed whole `on_arch` blocks
  could delete user-authored comments that are not represented in the
  AST. Keep reporting offenses, but avoid autocorrection when comments
  fall within the affected block ranges.
