pkg: disable installer Git hooks

- clear `.git/hooks` before privileged installer `git` operations
- run repository `git` calls through `git_no_hooks` to ignore
  `core.hooksPath`
- fail `release.yml` if future installer `git` calls skip that
  wrapper
