Silence core/cask migration warning

- avoid warning on short-token moves between `homebrew/core`
  and `homebrew/cask`
- reuse default-tap resolution so these lookups do not
  resolve migrations twice
- normalise short-token warnings to canonical lowercase
  names
- cover the `Formulary` and `Cask::CaskLoader`
  regressions
