Enable recursive CI typechecking

- Set `HOMEBREW_SORBET_RECURSIVE` in `tests.yml` so CI keeps the
  broader correctness coverage after the runtime defaults are narrowed.
- Keep this separate from the default change because it only affects the
  workflow environment.
