[Wasm][JS] Support local variable tests on K/Wasm (KT-83245)

Also prepare the implementation for K/JS (KT-83244).

Consequently update local variable tests with 'EXPECTATIONS WASM'. Also adjust jvm EXPECTATIONS blocks based on adjusted Wasm expectations (total number of lines in file changed).

Some of the Wasm tests are still muted, tracked in KT-86460.
