Begin DEVELOPMENT.md -> CONTRIBUTING.md

Create a new CONTRIBUTING.md and link it and DEVELOPMENT.md to each other.
Move the recent sections over to CONTRIBUTING.md, and outline sections
to organize the various topics that have issues tracking them.
