fix(queryCore): export MutationCacheNotifyEvent type (#6270)

* fix(mutationCache): export MutationCacheNotifyEvent type

Export MutationCacheNotifyEvent type to make it consistent with QueryCacheNotifyEvent (which is exported) and make it easier to write listener functions.
