Added llms.txt settings toggle behind labs flag (#28258)

Adds the llms.txt settings UI from the closed PR #27400, now gated behind the `llmsTxt` 
labs flag. The GA feature will be on by default.  This allows anyone opted into the feature 
to disable it again if desired.
