fix(ngMocks): allow `ErrorAddingDeclarationLocationStack` to be recognized as an `Error`

Change `ErrorAddingDeclarationLocationStack`'s prototype so test frameworks (such as Jasmine 2.x)
are able to recognize it as `Error`.

Fixes #13821
