(feature) Added separate top and bottom padding for title plugin. (#6852)

* (feature) Added separate top and bottom padding for title plugin.

* Added regular padding multiplier like how it was before.

* Now makes use of toPadding helper.
Fixed typo in toPadding helper.

* Fixed requested changes.
