David Sherret c15529ef85 ci: add build, test, wpt, and bench jobs (#32158) ...

1. Does some `lint`, `build` jobs along with a `bench` job.
2. `build` jobs go into `test`, `wpt`, and `publish` jobs.
3. Test jobs are broken up into `integration`, `specs`, `unit`,
`unit_node`, and `node_compat`.
