docs(i18n): fix SDPX license headers

Both the old and new headers were appearing:
* constants.ts copied an old header to translation files
* missing a blank line between the comment and the class
  caused it to be duplicated

* Fix 'constants.ts'
* Add a blank line, to be sure
* Add a TODO about a potential typo in a copyright line
