Fix docs checks test generating GitHub summary output (#3339)

Add an autouse pytest fixture to remove the GITHUB_STEP_SUMMARY env var during tests and update test invocations to pass the --no-step-summary flag. This prevents tests from spawning duplicate,  irrelevant CI/GitHub Actions step-summary.
