perf(core): target sysinfo sampling refreshes (#1935)

Replace the broad 1 Hz refresh with CPU usage, RAM, and process CPU/memory refreshes required by the sampler. Refresh CPU frequency at the hardware-info boundary so the visible clock remains current without charging every sampling tick.
