fix: stabilize performance memory growth gate (#1976)

Wait for a stable helper PID set and component RSS after the minimum warmup so delayed WebView startup cannot become the measurement baseline. Compute growth from endpoint-window medians to keep individual allocation or reclamation samples from deciding the gate.
