Update FlatFileOutputAdapter.java

Fixed ProcErrorFileName build and we have to notifiy TransactionManager that we have started and finished with output files writers. That flushes the current transaction. Without that we get erratic behaviour, transaction isn't flushed and we get stuck on inactive pipelines on CacheFactory reload.
