Sync `RequiredPullRequestReviews` class with API spec (#3234)

Adds the following attributes:
- bypass_pull_request_allowances
- dismissal_restrictions

Deprecates these attributes:
- dismissal_users
- dismissal_teams

Adds classes `BypassPullRequestAllowances` and `DismissalRestrictions`.
