Add OOP examples, exception file, and VSCode config

Add OOPS Concepts.py demonstrating basic class usage and polymorphism (Bird/Crow/Parrot examples). Add an empty Exception Handling.py placeholder for future exception examples. Add .vscode/settings.json to enable Python auto-import completions in the editor.
