Fix range comparison to exclude end location in substring and attribute enumeration

Updated range boundary checks in NSTextLayoutManager extensions to use strict
less-than comparison (<) instead of less-than-or-equal (<=), ensuring that
enumeration does not include substrings or rendering attributes that start at
the exact end of the range. This brings behavior in line with expected
exclusive range semantics.
