Add GitHub Actions workflow for testing on macOS and iOS

Introduces a GitHub Actions workflow to automatically run tests on macOS and
iOS when changes are pushed to or a pull request targets the main branch.
Includes steps to select Xcode 26.1 and run Swift and Xcode tests with
parallelization enabled.
