Defer scrolling to selection until layoutSubviews for better layout consistency

Instead of immediately scrolling to the selection when it changes, set a flag
to indicate scrolling is needed and perform the scroll during layoutSubviews.
This ensures more
consistent scrolling and layout. Also schedules scroll on text change to match
updated selection ranges.
