Enable SwiftFormat with customized configuration and makefile tasks

Adds a .swiftformat configuration file tuned to preserve existing code
style and disables non-preferred rules. Updates Makefile with new
format and format-check tasks. Applies formatting changes across the
codebase using the new configuration.
