Improve closestPosition(to:) fallback behavior when no layout location is found

Adds fallback logic in closestPosition(to:) to attempt calculating a
UITextPosition from the result of a selection hit test when no layout location
can be determined. This improves accuracy in interacting with empty or complex
text regions.
