Render gutterView as floating when possible by adding it to the scroll view

If the STTextView is enclosed in a scroll view, add the gutter view as a floating
subview in the horizontal axis. This enables better visual behavior for gutters,
especially when integrated with scroll views. Falls back to normal subview if not
enclosed.
