release: 2.0.77 — NLU recovery 入口扩宽 (v2.0.76 实测发现真问题)

v2.0.76 probe GLM-4.7 反而退步 — `markers=bare_json head=""`
NLU 不触发 (老条件 markers.length===0)，parser 又抠不到，0
tool_calls 直接返。

入口改成 parser=0 tool_calls + tools[] declared 就跑 NLU，不
看 markers。non-stream + stream 两路对齐。

测试 807/807 全过。
