fix(models): route qwen3.8-max to multimodal DashScope endpoint (#2553)

## Description

DashScope AUTO routing did not recognize the `qwen3.8-max` family as
multimodal. As a result, requests used text-only message formatting and
the text-generation endpoint, causing calls to fail.
