test: re-enable beta skill/version create tests (#1243)

The @Disabled annotations on the 4 beta skill/version create() tests
referenced a multipart bug ("multipartFormData does not handle
List<InputStream>") that has since been fixed in HttpRequestBodies.kt.
Verified locally: all 4 tests pass against ./scripts/mock.
