feat(dashboard): enable the captured view during a smooth capture

A smooth run now publishes a live per-layer park filmstrip (live selection), so
the camera panel's "captured" toggle should light up for it too — not just for a
park run. Poll the smooth slot alongside park and enable the toggle when either
run owns the active camera. With the serve's /api/camera/{id}/park falling back
to the smooth run, the live park player then advances during the smooth capture.
