OpenPGP: a truncated message is now reported rather than read as a clean end of message - the AEAD decryption streams no longer let an EOFException escape to BCPGInputStream.nextPacketTag(), and OpenPGPMessageInputStream.close() now closes its layer's integrity-protected stream so the SEIPDv1 MDC is always verified.
