fix(mcp): start bigpowers-mcp from OMP plugin installs (#123) (#125)
Point shipped .mcp.json at ${OMP_PLUGIN_ROOT} instead of workspaceFolder
so OMP spawn cwd resolves. Hoist bigpowers-mcp runtime dependencies to
the root package graph and add validate-mcp-package + mcp-smoke gates.
Closes #123 D
