Preparations for Ethernet NIC driver of RPi 4

* Will be placed in base library, because it is AXI bus attached
* Classes CMACAddress and CNetDevice moved to base library
* Net devices will be registered to new separate registry in CNetDevice
* CNetDevice::GetNetDevice(0) returns pointer to first net device now
* Using multiple inheritance for USB net devices now
