Update github.com/fxamacker/cbor/v2 to v2.9.1

Parser hardening for the kube-apiserver CBOR deserializer (PRs #750,
#753, #757): fixes tag-1 epoch float64 overflow into time.Time fields
(directly reachable via DecTagOptional decode path), RawMessage clone
defense, and keyasint type-confusion fixes.
