fix(task): increase in-flight piece wait timeout from 500ms to 1000ms

Doubles the wait timeout for in-flight pieces from 500ms to 1000ms.

- Gives concurrent downloads more time to write pieces to local storage
- Reduces unnecessary fallback to scheduler under high load or slow I/O
