chore: sync local CI scripts with updated workflows

- quick-check.sh: redundant cargo check removed (clippy covers it)
- full-test.sh: 3 redundant cargo build invocations removed, tree-sitter no-op removed
- full-test.sh: CLI smoke tests use debug binary from cargo test
- full-test.sh: release build and binary size check removed (tag-only in CI)
