refactor(visualization): absorb getMissingMetrics into ScenarioApplierService

Move getMissingMetrics(), hasMissingMetrics(), and MissingMetrics
interface as methods/type on ScenarioApplierService, consolidating
with existing getAvailableMetricNames(). Merge tests and update
consumers to use the service.
