chore(visualization): bump ngrx to v21 and jest-preset-angular to v16

- Update @ngrx packages from v20 to v21.0.1

- Update jest-preset-angular from v15.0.3 to v16.0.0

- Update tsconfig.spec.json for ES2022 target and module settings

- Add Request/fetch polyfills in setupJestUnit.ts for Three.js SVGLoader

- Fix test file compatibility with updated dependencies
