fix(acp): restore the blocks argument the merge dropped from a feedback test

The second origin/main merge textually collapsed `submit_feedback`'s call in
`native_note_is_stamped_before_the_agent_sees_it` back to two arguments, which
`cargo check` cannot see (it does not build cfg(test)) but `cargo test` fails
on. Back to main's three-argument form.
