chore(release): bump version to 0.35.1 (#1228)

Patch release adding `codemem setup --codex` — a plugin-free way to configure
Codex MCP + hooks for API-key / non-subscription Codex Desktop, where the plugin
marketplace is unavailable (#1227). release:version bumps all packages plus the
Codex plugin manifest.
