fix(ck): downstream library pipeline docker name override
 (#10345)

The CI job triggers multiple downstream library pipelines that share a
common variable for Docker image names. The failure occurred because the
Docker image name was overwritten by another pipeline before the docker
pull step executed.

## Technical Details

Add def to make the name variable "retimage" local)

## Test Plan

See if this failure happens again in daily scheduled Aiter CI pipeline
after the fix.
