fix(CK_TILE): fix error found by Aiter repo tests

## Motivation

Update Latest CK in Aiter. Resolve errors found by Aiter repo CI tests.

## Technical Details

1. guard wmma_gfx12.hpp gfx1250 builtins with marco. Aiter SGlang test
failed due to break at the parse time (compiler may not gfx1250-capable)
2. Revert the sink_value logic and fix its usage on the Aiter side.
(currect logic cause slight regression on test DeepSeek-R1-0528)
