## Technical Details

The AITER stage aborts before any test runs: newly updated
rocm/pytorch:latest aborts HIP_VISIBLE_DEVICES=-1 and kills the process,
so the FlyDSL AOT pre-compile dies during import.
Changing HIP_VISIBLE_DEVICES=99 as a workaround.

## Test Plan

Aiter CI pass this stage and can detect real issue.
