fix(ck):  correct GU-fusion B-up vector loading

## Motivation

Updating latest CK in Aiter will cause ATOM Qwen tests failure.
Bisect CK commit narrow down to the changes in
https://github.com/ROCm/rocm-libraries/pull/4798.

## Technical Details

The fix is to pass b_thread_vec_up instead of b_thread_vec in
thread_buf_to_vec_loader for LoadBUp.

## Test Plan

default CK CI test
manual testing for ATOM Qwen tests.

## Test Result

default CK CI test pass
ATOM Qwen tests pass
