Merge upstream/main: multi-account pool, Windows cmdline limits, ACP integration

Integrate upstream account rotation, prompt sanitization, win cmdline
truncation, and CLI login/usage flows with branch features (ACP, stdin
prompt, chat-only env overrides, display model for auto). Resolve
process spawn options (configDir, signal, stdin, envOverrides) and
handler paths for streaming and sync.
