Remove Deprecated Features (#470)

- Remove the deprecated `sys_db_name` configuration field. System
database URLs should be fully specified using the `system_database_url`
parameter.
- Remove the `restart` workflow operation. It has been replaced by the
much more powerful `fork`.
- Clean up the `dbos-config.yaml` schema, removing unused fields
